While making a work tour in Henan Province, Zhou Bohua, secretary of the Party Leadership and minister of the State Administration for Industry and Commerce (SAIC), emphasized that industry and commerce administrative departments throughout the country must earnestly carry out the important instructions of Premier Wen Jiabao, Vice-Premier Wuyi and the arrangements made at the National Conference on industry and commerce administrative work.
He said it was imperative to fully implement the scientific development concept to the letter, improve the administrative supervision efficiency in line with the requirements posed by the building of a harmonious socialist society, and push forward sound and rapid economic development.
He also pointed out that to contribute to the building of a harmonious socialist society, it was vital to step up team building to set a good image of industry and commerce administrative departments, and strive to achieve the “Four Unifications”, namely unification of supervision and development, unification of supervision and service, unification of supervision and rights protection, and unification of supervision and law enforcement.
During his visit, Zhou met with Xu Guangchun, secretary of the Henan Provincial Committee of the CPC, and Li Yucheng, governor of Henan Province.
Among the officials accompanying Zhou during the visit were Vice-Governor Xu Jichao, and Jia Lianchao and Li Zhongyang, vice-chairmen of the Standing Committee of Henan Provincial People's Congress,
Having visited the “Central China Trade and Investment Exhibition”, Zhou visited Weishi County, Kaifeng City, Xinzheng City and Jinshui District of Zhengzhou City. He went to the local SAIC offices, an agricultural commodities market and enterprises, talked with the officials of local offices and enterprisers and asked about market supervision by industry and commerce administrative departments, and their services rendered to local economic development, as well as work and livelihood of local industry and commerce administrative officials.
The purpose of Zhou’s visit was to further tighten the supervision over agricultural commodities markets in line with the instructions of the leaders of the State Council.
In Zhengzhou, he watched the column to expose cases in violation of laws and rules while visiting the Yanghuai Agricultural Commodities Market. He asked industry and commerce administrative departments across the country to give full scope to their functional role and further tighten supervision over agricultural commodities markets according to the instructions of the State Council leaders. While visiting a shop in an agricultural commodities market, he carefully checked the packaging of vegetable and wheat seeds, trading records and obtained information on various issues.
“You serve farmers and we supervise the market. So, we share the goal of invigorating the farming sector and enabling people to become prosperous”, he told seed sellers.
Another major purpose of his visit was to reinforce the law enforcement team of local offices. In the Xiangguosi Branch, the Kaifeng City Administration for Industry and Commerce, Zhou listened to the report given by the Branch Director Song Huai Ying. He asked officials to integrate law enforcement, service and team building, in order to create a favorable environment for bringing in investments.
He stressed the need to build “digital industry and commerce administration” and “online business handling”, and make public information, administrative affairs and law enforcement, so as to place all kinds of industry and commerce administration work under supervision and make them open to the public, thus solving the problem of corruption from its roots.
In Kaifeng, Zhou visited the directors of industry and commerce administration offices from across Henan attending a training course held by the Henan Provincial Industry and Commerce Administration School. He was accompanied by Li Zhongyang, vice-chairman of the Standing Committee of the Henan Provincial People's Congress. He encouraged the trainees to study hard and perform their duties faithfully to meet the needs of the local Party Committees, governments and people.
Zhou also said: “On behalf of the SAIC Party Leadership Group, I would like to take this opportunity to extend heartfelt thanks to staffers and their relatives for their support to our work.”
In Nanyang Xinchun Office, Zhengzhou Bureau, he watched the administration publicity board and “12315” telephone hot-line for receiving complaints.
During his visit, Zhou also went to a number of local companies to meet with company executives and learned information relating to how SAIC’s local branches aided them in formulating their name brand strategies, supporting state-owned enterprises in restructuring, increasing the number of brokers, cracking down on fake goods, expanding order-based farming, and helping enterprises raise funds.
He said to local enterprise executives: “Industry and commerce administrative departments can accomplish a great deal in serving economic development. The ultimate aim of our supervision is to promote the development of enterprises, the local economy, and contribute to the building a harmonious society. We should provide good services for enterprises and support their development as always. ”
While visiting the Head Office of the Henan Provincial Administration for Industry and Commerce, Zhou Bohua listened to the work report given by Director Gong Guangfeng. He emphasized that they could not have achieved successes and progress without the support and help of the Provincial Party Committee and the provincial government.
The support and help of Party committees and governments at all levels constitute a fundamental guarantee for doing a good job in industry and commerce administration.
He said the Henan Provincial Administration for Industry and Commerce had a group of competent leaders, who had done a good job in supervising the market in order to promote Henan’s economic and cultural development. He expressed the hope to see greater progress under the leadership of local Party committees and governments.
Zhou Bohua posed three requirements on how industry and commerce administrative departments should perform their duty of supervision to achieve the “four unifications”. He emphasized that the while industry and commerce administrative system should make practical efforts to perform their duties and improve their supervision efficiency.
He pointed out the essence of the “four unification” was market supervision. As State departments exercising supervising and enforcing laws over the market, industry and commerce administrative departments assumed the legal responsibility of supervising the market, establishing a fair and just market trading order, and protecting the legitimate rights and interests of consumers and operators.
He said that it was imperative to highlight five points in the current work. Firstly, it was essential to earnestly carry out the instructions of Premier Wen Jiabao and Vice-Premier Wu Yi, effectively tighten supervision over the food market and impose high standards for the access to the food market and guide food dealers to introduce a supply and sales registration system to ensure food safety for consumers, especially for rural consumers.
Secondly, it was vital to tighten supervision over the advertisement market, especially over medical and food advertisements.
Thirdly, it was necessary to intensify supervision over agricultural capital goods markets. It was now the time for spring plowing when trading in agricultural capital goods was brisk nationwide. So, it was imperative to concentrate on intensify supervision to make sure that no problems would crop up in agricultural capital goods markets, particularly seed markets.
Fourthly, it was vital to severely crack down on pyramid sales and such sales in disguised forms and create pyramid-sales-free communities. Fifthly, efforts should be redoubled to protect the trademark royalty of Chinese and foreign enterprises, aid Chinese-funded businesses in taking the path of innovation, and try create a good market environment, in a bid to greet the convocation of the 17th National Congress of the CPC.
Zhou Bohua emphasized that industry and commerce administrative departments should vigorously spur the sound and rapid economic and social development. He said that it was vital to combine supervision with development, promote the reform of State-owned enterprises, and energetically expand private and individually-owned businesses, as well as the traditional and modern service sector.
Zhou added, “We should unify supervision and service in order to contribute to local economic development and balanced regional economic development, and try to solve the urgent problems with which the general public was most concerned.”
It was imperative to unify supervision and right protections by further improving the hotline system for receiving customers’ complaints. In doing so, work should be done to deal not only with complaints about consumption-related disputes, but also with complaints about illegal operations including the infringement on the brand right and false advertisements.
This work should be expanded to rural areas, communities, schools and stores to protect the legitimate rights and interests of operators. It was necessary to unify supervision and law enforcement, transform functions and exercise administration strictly according to law. Efforts should be made to avoid random supervision by strictly carrying out the “six bans”. By achieving the four unifications, industry and commerce administrative departments would be able to play their functional role, in a bid to contribute to the building of a harmonious socialist society and accelerating sound and rapid economic development.
Zhou Bohua stressed the necessity of attaching great importance to team building and fostering a good image for industry and commercial administrative departments. The key lay in training workers who could keep raising their theoretical awareness and enhancing their administrative efficiency. These workers were required to have a high political awareness, be highly proficient and have a fine work style, so as to live up to the expectations of the CPC Central Committee, the State Council and CPC committees and governments at all levels.
According to Zhou, three major tasks lay ahead for industry and commerce administrative departments. Firstly, as civil servants, industry and commerce administrative workers should be proud of performing their glorious duties. Everyone must study Deng Xiaoping Theory, important thoughts of Three Representatives and the concept of scientific development, building a harmonious socialist society and the instruction on improving leading officials’ work style as proposed by President Hu Jintao. They should have firm a belief, be loyal to the Party, the people’s cause and industry and commerce administrative cause.
Zhou encouraged them to maintain the diligent work style, put theory into practice, find out and resolve problems in their current work.
The task was to enhance the building of leadership groups. Officials at all levels should set a good example for others to follow in study, team building and honesty
The third task was to step up the building of industry and commerce administrative offices at grass-roots. It was necessary to continue improving ideological work in grass-roots units, and pay close attention to the improvement of the living and work conditions in such units.
